Notices for Mariners

Notices to Mariners provide essential, up to date information and advice to those navigating in the harbour and estuary. Subjects will include notification of works and events, which may impact on navigation and the notification of new and updated rules and regulations for navigation.

Notices to Mariners published by Dart Harbour will be posted by the Harbour Office in this section of the Dart Harbour website.

There are two types of notices - Current Temporary and Permanent.

Port of Dartmouth Royal Regatta Notices for Mariners

Please see local notices for mariners applicable during the Dartmouth Regatta.


10/10 Port of Dartmouth Royal Regatta

The Port of Dartmouth Royal Regatta takes place from Wednesday 26th August to Saturday 29th August 2010.

River users not involved in the Regatta must keep clear of the organised waterborne events and exercise particular care when underway in the River Dart.

Firework Displays
At 2100 on Thursday 26th and Saturday 28th August 2010 firework displays will take place. An exclusion zone will be in force. No vessels will be permitted in this area between 2045 and the end of the display. Harbour Authority vessels will be on patrol to keep this zone clear. All vessels are required to show appropriate navigation lights at all times.

Flying Displays
During the displays the mainstream will be closed to all traffic movement. An exclusion zone will be in operation. All vessels to be secured and stationary before the displays commence – see ‘Notice to Mariners 12/10 Air Displays’ for times of displays (available from www.dartharbour.org or the Harbour Office).

Parachute Display
The Black Knights Parachute Display Team will land in the river at approx 1245hrs on Saturday 28th August. The landing area will be closed to all traffic for approx 30 minutes.

Classic Craft
There will be a parade of Classic Craft on Saturday 28th August at 1500 hrs and the river will be congested.

11/10 Dartmouth Regatta Rowing Races

Regatta rowing races on the River Dart between the Higher and Lower Car Ferries will take place on four days of the week beginning Sunday 22nd August. Dates and times for each day’s racing are shown below:-

Sunday 22nd August 0900 – 1700hrs
Monday 23rd August 1000 – 1700hrs
Thursday 26th August 1000-1700hrs
Friday 27th August 1000 – 1700hrs
Finishing times may vary from those shown above.

All river users are requested to keep a sharp lookout and follow instructions from Harbour Patrols and safety boats to keep the course clear for racing craft. Wash must be kept to a minimum.

AIR DISPLAYS

Wednesday 25th August
• Display by the Battle of Britain Memorial Lancaster 1730hrs

Thursday 26th August
• Display by the RN Lynx (815 Sqn) 1700hrs
• Display by the Sea King (771 Sqn) / RNLI 1730hrs

Friday 27th August
• Display by the Red Arrows 1730hrs
• Display by the RN Lynx (815 Sqn) 1800hrs
• Display by RAF Typhoon (Rehearsal) TBC

Saturday 28th August
• Display by RN Sea King (771 Sqn) / RNLI 1200hrs
• Display by the Black Knights Parachute Display Team 1245hrs
• Display by the RAF Typhoon 1730hrs

Boat movements inside the exclusion zone will be stopped 5 minutes before each flying display

Safety Note: During these displays movement of vessels will be prohibited for safety reasons. Harbour Authority vessels will be on patrol to ensure that this requirement is complied with. Non-compliance will STOP flying displays and is potentially hazardous to boats, their crews, the aircraft and pilots. The Town Jetty will need to be free of all personnel during all Helicopter displays.

13/10 HMS Quorn - Dartmouth Regatta 2010

HMS Quorn will enter the Port of Dartmouth at 1200hrs on Thursday 26th August 2010. The warship will transit the river and initially berth at the Sandquay, then later secure onto the Mainstream moorings between number 3A and 4A buoys.

The ship will be escorted by patrol craft and whilst underway in the river there will be a rolling 200 metre exclusion zone ahead of the vessel.

All craft underway are to keep well clear and obey instructions given by Harbour Patrol craft while escorting the ship.

14/10 Fireworks Displays

Regatta Firework displays will take place at 2100hrs on Thursday 26th August and Saturday 28th August 2010.

An exclusion zone will be in force and this will extend 25 metres north of the Boatfloat and includes the public bridge, northern end of the Town Jetty, the Commercial Dinghy Pontoon and the Double Steps Dinghy Pontoon. This exclusion zone will also extend out to the mainstream buoys. (see attached map).

Persons on board craft in this area will NOT be allowed to remain on board during these displays.

All persons with vessels on the town jetty must remain on board during displays.

The main jetty must be kept clear & safety instructions given by harbour staff or other officials must be obeyed at all times.

Speed Limit on the Dart 0809

The speed limit on the whole of the River Dart is 6 knots.

We have recently become aware of occasions where craft have greatly exceeded this limit, causing wash and interference to other river users. Prosecutions for excess speed no longer require the authority to quote a specific speed in cases where it can be demonstrated that a craft is clearly exceeding the speed limit. Excess wash is detrimental to the river banks, causes unnecessary erosion resulting in a decrease in depths on the river and also damages moorings. Wash must therefore be kept to a minimum even if this means proceeding at a speed of less than 6 knots.

All river uses are therefore reminded of the need to respect the speed limit and reduce wash where possible.

Notice to Mariners 03/09

THEFTS FROM VESSELS

Dart Harbour has received notification from the Police that several thefts from boats have been reported in the South Hams area. These are mainly fuel tanks, outboard engines and fuel cans.

The Police advise owners to remove such items from vessels if possible and to mark all property with indelible pens.

Notice to Mariners 12/08

NATIONAL LIFEJACKET AWARENESS

The Maritime and Coastguard Agency, in collaboration with the RNLI and the RYA, have recently launched a national lifejacket awareness campaign.

A panel of UK experts recently reviewed 49 drowning incidents that occurred in 2007 and concluded that in 60% of the incidents, lives may have been saved had the person been wearing a suitable lifejacket or floatation device.

It is strongly recommended that all recreational boaters wear a lifejacket at all times that is maintained, correctly worn and fit for purpose when afloat on the River Dart or at sea. Events organisers should consider the need to include such a requirement in their terms and conditions for entrants and officials.
