Contractor Section

When Shore Side:
Wherever possible contractors should stick to Yellow marked walkways in the workshop & yard. All health & Safety signage to be adhered to. Contractors should be made aware of fire exits and muster stations. If an alarm sounds contractors should:
Stop work. Turn off equipment if possible.
Leave building by nearest safe exit.
Make way to muster point (DHNA Carpark – Across railway line).

When Working from the Dartmouth Office:
Contractors working from the Dartmouth Office, must make their selves known in the office. If the office is not open, contact the duty HM on 07968 839 846

When Afloat:
When contractors are working afloat they should adhere to DHNA guidelines and advice. When aboard any DHNA vessels or pontoons a life jacket must be worn, this can be provided by DHNA. Our office telephone number is 01803 832337 for any enquires.

Unmanned Vessel Section

Will the vessel be operated in the main channel between Castle Ledge Buoy and Kilngate at any point.
Does the vessel & operator have suitable insurance for UAV operation including at least £2,000,000 third party liability.

Based on your answers above, this vessel's operations will be in line with Dart Harbour's standard unmanned vessel risk assessment. If any of your answers change, please re-submit this permit, and please re-submit if you want to use it in the future

Based on your answers the Harbour Master will need to specifically assess your application to operate this unmanned vessel on the Dart. Please ensure that you have uploaded appropriate risk assessments etc to assist with this assessment. The unmanned vessel must not be operated without receiving this permission. Please allow ample time for this assessment

  • the speed limit of 6 knots must not be exceeded until you have permission granted via email reply from the Duty Harbour Master.
  • The exemption is only valid for the day that has been applied for unless otherwise specified by the Duty Harbour Master.
  • A competent person must remain on board acting as Master
  • Risk assessment has been completed
  • Valid insurance is in place
  • The Master will maintain a VHF radio Ch11 watch
  • Lifejackets must be worn by all persons on board during time when the speed limit is being exceeded.
  • The helm must also wear a kill cord (if fitted) whilst the speed limit is being exceeded.
  • The speed limit exemption may be withdrawn at any moment, either by a River Officer or Duty HM. This may be done verbally, by VHF radio, or by other means.
  • exemptions during the hours of darkness are not likely to be approved.

Commercial Diving Operations

All diving operations must display the appropriate International Code Signal whilst diving takes place.
The Harbour Office must be informed by either VHF or telephone before and after diving takes place.
If diving operations take place outside of normal working hours then start and finish times of diving operations are to be notified to the Duty HM on 07968 839846.
The dive will be conducted under relevant HSE ACOP’s the contents of which I am aware, and a site-specific risk assessment has been undertaken.
No diving is to take place without this permit being approved by the Duty HM

Recreational Diving Operations

Divers Names and Qualification
Confirm that each diver is confident with their equipment *
Confirm that each diver will carry an alternative supply, a surface detection aid, a dedicated line cutter, a torch if diving at night. *
Confirm that all divers are medically fit to dive. *
Confirm that no diving is to take place without a buddy diver. Where a buddy diver in the water is ineffective (such as shallow or low visibility water), a solo diver can be securely roped in, using rope communications with a surface tender, who must also be a diver, ready to dive in case of an emergency. *
The dive must be dynamically risk assessed, including the tide times, heights, traffic density, ship and vessel movements etc.
All diving operations must display the appropriate International Code Signal whilst diving takes place.
The Harbour Office must be informed by either VHF or telephone before and after diving takes place.
Each dive boat should carry a large “A” flag capable of being seen by surface traffic in all wind conditions during diving activities
No diving is to take place without this permit being approved by the Duty HM

Tree Preservation Orders are active in the following areas - if you're cutting in one of these areas, please check the TPO map to ensure that the tree/woodland is not listed.

  • between Outer froward point and Kingswear ferry pontoon
  • between Dartmouth Castle and the Lower Ferry Slipway.
  • along the upstream side of Hoodown Lane
  • between Hoodown Pontoon and Noss on Dart - (unlikely)
  • along the foreshore between Dittisham Ham and Gurrow Point
  • on the downstream side of Bow Creek
  • from the east side of the river between Langham wood buoy and the last house at Duncannon
  • along St Peters quay near the Mill Tail entrance
